I am an economist specializing in environmental and energy economics, urban and transport economics, and applied microeconomics. My research focuses on evaluating the effectiveness of infrastructure, environmental, and transportation policies in improving welfare and reducing pollution, congestion, and climate impacts—particularly in developing and emerging economies. I use a combination of high-frequency and granular spatial data, firm- and household-level microdata, and causal inference methods to inform evidence-based policy. I have extensive experience in data collection, survey design, and policy analysis across Europe and Central Asia, the South Caucasus, and East Asia, often in collaboration with the World Bank and national governments.
